The committee decided to assign rooms in the manner prescribed by House Rule XXXII, which regulated the drawing of seats in the House Chamber. Consequently, the act of May 28, 1908, established a seniority-based lottery system to determine the order in which Members claimed rooms and offices in the House office building.
